Donor Governments
Donor governments partner with MIGA to direct development finance toward markets where private investment is needed most but hardest to reach on commercial terms alone. By contributing to MIGA-administered trust fund facilities, their resources act as a catalyst that enables guarantee coverage into fragile states, conflict-affected environments, and frontier markets. The result is development impact at a scale that far exceeds the size of the original contribution.

Host Government Engagement and FDI Dialogue Series
MIGA works actively with host governments to help create the conditions for private investment in their markets. Beyond providing guarantees to private investors, MIGA plays a direct role in convening dialogue between governments and the private sector and in helping governments communicate their investment climate to global investors.
When MIGA issues a guarantee for an investment in a host country, we bring more than risk coverage. Our World Bank Group membership, preferred creditor relationships, and early dispute resolution capacity signal to private investors that their investment is protected and to markets that the country is open for business.
The FDI Dialogue Series brings together senior government officials and private sector executives in roundtable conversations aimed at improving investment conditions and increasing cross-border investment in developing markets. These convenings address barriers to FDI, align on project evaluation processes, and create conditions for more private capital to flow where it is needed most.
Past roundtables have been held in collaboration with IFC and host governments including the Hashemite Kingdom of Jordan, with future events in development.

Capacity Building and Technical Assistance
MIGA provides capacity-building workshops and technical assistance to government officials, legal practitioners, and private sector officers involved in cross-border investment. These workshops strengthen institutional understanding of political risk insurance, optimal structures for public-private partnerships requiring MIGA products, dispute resolution, and governance frameworks for cross-border transactions.
Our capacity-building work extends beyond host governments. We also work with outbound investor markets to help their investors and institutions understand how MIGA's guarantee products can support and protect their outbound international investments.
