MIGA Renews Cooperation with Asian Development Bank to Boost Investment and Jobs in Asia and the Pacific

MIGA and ADB signed a cooperation agreement to increase investment and jobs in developing countries in Asia and the Pacific.

Washington, May 6, 2026—The Multilateral Investment Guarantee Agency (MIGA), home of the World Bank Group Guarantee Platform, and the Asian Development Bank (ADB) today signed a cooperation agreement to increase investment and jobs in developing countries in Asia and the Pacific.

Under the agreement, MIGA and ADB will jointly explore projects over the next three years that pair ADB equity investments, debt and guarantees in the region with a range of MIGA guarantees. The two parties will seek to collaborate closely during the development and implementation stages of each project.

MIGA and ADB will also explore a Mutual Reliance Framework for their respective sovereign and non-sovereign guarantee operations, which would help to streamline the delivery and reduce duplication of co-financed projects. This follows an arrangement between ADB and the World Bank in which, in February 2025, ADB and the World Bank signed a groundbreaking Full Mutual Reliance Framework.

Tsutomu Yamamoto, Managing Director of MIGA, said: “The Asia-Pacific region is dynamic, innovative, and fast-growing. But this region faces pressing development challenges, from infrastructure financing gaps to the need for more and better jobs. Our collaboration with ADB will help address these challenges with a combined and more comprehensive suite of financing products and services.” 

Isabel Chatterton, Director General of Private Sector Operations at ADB, said: “Guarantees are an essential part of ADB's toolkit because the investment needed for the region's development, growth, and resilience vastly exceeds the capacity of any single institution. By deepening our cooperation with MIGA—we can streamline delivery, crowd in private capital, and scale up the investments that create jobs, build resilience, and secure a sustainable future for Asia and the Pacific.” 

The collaboration follows a previous three-year cooperation agreement signed by MIGA and ADB in 2019. Since that agreement, MIGA and ADB have participated jointly in two hydropower projects in Solomon Islands and Nepal. In both cases, ADB provided a loan and MIGA provided a guarantee.
