About SURE TF
The scale of destruction caused by the war in Ukraine requires solutions that extend beyond public financial support to mobilize private capital, sustain economic activity, and protect essential infrastructure. Severe operating risks and market disruption have constrained private sector activity and access to risk mitigation during the conflict.
To address these challenges, MIGA established SURE TF as a complementary instrument to World Bank financing for the Government of Ukraine and IFC investments in the private sector. By blending concessional resources with MIGA’s guarantee capacity, SURE TF enables the provision of political risk insurance in circumstances where commercial capacity is limited or unavailable.
Through this facility, MIGA is implementing its two‑fold Ukraine strategy: supporting the private sector to continue operating during wartime and positioning the economy for eventual reconstruction.
Key Results (as of June 30, 2025)
- US$90.3 million in SURE TF resources deployed
- US$326.6 million in MIGA guarantees issued
- Leverage ratio: ~1:3.5
- US$324.2 million in private capital mobilized
Development Impact Highlights
SURE TF-supported guarantees have:
- Sustained trade in essential goods
- Maintained bank lending, including to SMEs
- Enabled real sector investments with strong demonstration effects
Additional expected outcomes include:
- ~35,000 SMEs and individuals benefiting from improved access to finance
- ~22,000 individuals benefiting from gender and economic opportunity actions
Supporting Partners
SURE TF was established in March 2023 with Japan as the anchor contributor. Additional contributions have been provided by the United Kingdom, the United States, Norway, and Belgium, reflecting broad international support for sustaining private sector activity and investment in Ukraine during the conflict.
